"If this property belongs to the Government of Canada, then it belongs to all of us."

Actually, it belongs to the Queen, and is held by the Federal Government on behalf of the monarchy. Almost 90% of the land area of Canada is Crown Land, held by either Federal or Provincial governments (almost all the Federal Crown Land is in the Northern territories; little parcels like this one on Gabriola are quite rare).

The modified sign makes a good point. If this property belongs to the Government of Canada, then it belongs to all of us. Therefore, a sign indicating private property seems out of character, unless of course the government is hiding weapons of mass destruction or is engaged in biotechnology experiments on how to make bambi more vicious.
